In consolidating the Haitian dominant classes and their state apparatus, imperialism plays a direct and indirect role in maintaining the dictatorship of the dominant classes on the masses. Imperialism intervenes directly on class struggles in the Haitian social formation. Its principal form of intervention is the consolidation of repression and oppression on the popular masses. (NNPA)—It’s like Yogi Berra said, “Déjà vu all over again.” We saw it in New Orleans, when the cameras caught the white couple in the act of “finding” food and the black people in the act of “stealing” food. Now in Haiti, we see reports of “looting” by the citizens as they forage for food to survive. I wonder if those reporters have heard of Maslow’s Hierarchy of Needs Theory. Hier le Général Douglas Fraser a annoncé que l'armée américaine ne compte plus que 13.000 militaires sur le terrain, juste après le séisme du 12 janvier, il y a eu jusqu'à 22.000 soldats américains sur le sol haïtien.

"Il y a environ 13.000 militaires, hommes et femmes, qui soutiennent l'effort d'aide en Haïti" a expliqué le Général Fraser lors d'une conférence de presse. Il en a profité pour signaler que le gouvernement haïtien reprenait peu à peu le contrôle de l'aéroport Toussaint Louverture pendant la journée.

Le Général Fraser a cependant refusé de dire avec précision jusqu'à quand l'armée américaine resterait sur le terrain, assurant qu'elle serait présente tant que ce sera nécessaire.

Il a été rappelé à notre mémoire, entre deux dépêches sur la catastrophe naturelle, que le peuple haïtien a subit de nombreuses catastrophes sociales, information qui ne nous est jamais enseigné à l’école. Quinze jours après le tremblement de terre, nous sommes à l’ancien marché de Pétion-Ville, espace de transactions intenses; vendeurs et acheteurs ont envahi massivement un espace qui leur était interdit pas plus tard que trois semaines par la mairie, spéculations obligent. Une réinstallation faite dans un brouhaha indescriptible, sur fonds de monticules d’ordures mis a feu et répandant une odeur âcre. Il n’y a pas de pénurie alimentaire. On y vend de tout: denrées, légumes, fruit, viande dont une bonne part est importée. On y trouve également du salami, des paquets d’hotdogs. Le vendeur incite l’acheteur à faire son choix parmi ses marchandises exposées à même le sol.

Le président de la République française s'apprête à se rendre en Haïti, à la suite du cataclysme qui a frappé ce pays, faisant plus de deux cent mille morts. C'est la première fois qu'un chef d'Etat entreprendra une telle visite qui est lourde de sens quand on sait le rôle peu glorieux que la France a joué dans cette île depuis le traité de Ryswick en 1697. La France a martyrisé Haïti pendant quatre siècles. La compassion un peu forcée affichée aujourd'hui ne saurait le faire oublier.

Pour l’Haïtien que je suis, dans mon exil volontaire [au Brésil], devenu exil forcé depuis le lendemain du fameux 12 janvier 2010 – depuis le 16 janvier pour être plus précis, car ç’aurait dû être la date de mon retour au pays natal – la moindre activité prend chaque jour l’allure de question existentielle. M’informer sur Haïti devient une sorte de supplice. Une obligation de supporter le racisme larvé dont mon peuple a toujours été l’objet. Une manière de mourir à petit feu. De me rendre compte que je meurs à petit feu. Dans cette mort lente, écrire s’impose comme une tentative de me réveiller. De reprendre vie. De faire l’impasse sur le vide. De tromper l’impuissance... J’ai toujours préféré écrire pour que la vie fleurisse au lieu de le faire pour la mort... sauf que, aujourd’hui, l’acte que je pose ne répond en rien à mes préférences, sinon qu’il s’est imposé à moi par la force des circonstances.

1968 till now...
This period is most important. Many things happened in this period that were totally different from the previous periods. This was not abnormal. Imperialist domination was consolidating and the general situation of the social formation was reaching a more critical stage.
Two important conditions marked this period. The Haitian dominant classes, especially the bourgeoisie, totally aligned themselves with the Duvalier regime. This rallying happened in a period of extreme, extensive and consistent repression on the working class movement, as well as the progressive cultural movement between 1961 to 1965. Soon after, the repressive Duvalier regime organized another period of heightened repression against progressives and communists, from 1967 to 1969. The secondary contradictions existing between Duvalier and imperialism were slowly becoming resolved. The American government consolidated its relations with the regime. Much has been said and much is happening. The situation is very grave. Very. This situation is maddening! The January 12th earthquake has devastated several cities in Haiti. There are several others that were struck but are not being talked about, because Port-au-Prince, Léogane, Ti Gouave, and Jacmel have all been impacted so much. As everyone knows, many, many persons have died or disappeared, many have lost limbs, many houses have been destroyed, and many have been left homeless. Many who were working lost their lives, many workers perished at work in their factories, street vendors, public sector employees, store employees, students, people in the streets and in popular neighborhoods… What a huge blow!
We must dispel from the very start any kind of divine interpretation of this disaster as an “Act of God”, a “malediction”… These considerations can only deter us and prevent us from understanding the real cause of the earthquake, which is completely natural and had been predicted by a few scientists. This trend of thought also increases our resignation, faced with a “divine intervention” and leaves us waiting helpless and alienated. On the other hand, these divine interpretations also mask the responsibility of the Haitian State, which had been forewarned and did nothing in terms of contingency planning to address some of these consequences.
Therefore, it’s important to stay level headed, to address the real problems, to think well, together, so that we can uncover the real solutions.
In doing so, we should be clear about:
• In what context, and in what conjuncture we were when the earthquake struck;
• Some of the perils we are facing;
• What we need to do to confront this challenge, and from which class interest.
